The City has a full library of previous work which will influence the course of this project. The existing comprehensive plan and development regulations, the transportation plan, non-motorized transportation plan, downtown plan, parks plan, and others are available via the links here and on the City’s website. We will also post links to other relevant materials, including articles, results from various engagement activities, and explorations of best practices which may inform our approach to this process.

SEPA and Proposed Amendments Available

On October 15, 2025, the City of Port Townsend issued a State Environmental Policy Act (SEPA) Determination for the Port Townsend 2025 GMA Periodic Update. The Periodic Update includes the Comprehensive Plan, Development Regulations, and Active Transportation Plan. Staff reviewed these materials and a completed environmental checklist, finding that the proposed Periodic Update will not have a probable significant adverse impact on the environment and issued a Determination of Non- Significance (DNS) under the State Environmental Policy Act Rules (WAC 197-11-340).

Comments and appeals to the SEPA DNS are due to staff by 4pm on October 29. 2025.

The Comprehensive Plan, Development Regulations, and Active Transportation Plan in this DNS will be reviewed by Planning Commission in a public hearing on October 23, 2025, and later by City Council in a public hearing in November.
